ASSISTANCE TO LOCAL BODIES, CORP. Etc.

Grants to Municipalities (NON-PLAN):

 

The salary grants are released to all the Municipal Authorities to meet the expenditure on salaries of Common Cadre Staff posted in the Municipalities and expenditure on D.A. component of Municipal Employees.

 

Municipal (PLAN):

Development grants are released to the Municipal Councils and City Corporation Panaji for undertaking works like construction and maintenance of roads, footpaths, drains,construction of public toilet, construction and menace of cattle Pounds maintenance of Garbage etc in the municipal corporation areas.

Grants to local Bodies under 13th Finance Commission

This is a Centrally Sponsored Scheme under 13th Finance Commission. Under this scheme, grants under 13th Finance Commission are being released on priority for taking up scheme to all Municipal Authorities.

Special Component Plan for Scheduled Castes:

Scheduled Caste Development Scheme

 

Grants are released to Municipal authorities having significant scheduled caste population towards expenditure for infrastructure development, improvement of roads, gutters, footpaths etc. Development of parks, gardens, resurfacing of roads, construction of mini markets, flood control, improvement in collection and disposal of Municipal Solid Waste, construction of Community Halls, playgrounds, maintenance of street lights etc.

 

The provision of 2% of the assistance to local bodies, corp. etc and Integrated Development of Major Towns (IDMT) grants are reserved from the budget.

 

 

Tribal Area Sub-Plan:

Scheduled Tribe Development Scheme

Grants are released to Municipal authorities having significant scheduled Tribe population towards expenditure for infrastructure development, improvement of roads, gutters, footpaths etc. development of parks, gardens, resurfacing roads, construction of mini markets, flood control, improvement in collection and disposal of Municipal Solid Waste, construction of Community Halls, playgrounds, maintenance of street lights etc.

The provision of 8% of the assistance to local bodies, corp. etc and Integrated Development of Major Towns (IDMT) grants are reserved from the budget.

Awareness, training of environmental issues in urban areas

This scheme is implemented to create awareness among the public on environmental issues / garbage etc. within the jurisdiction of Municipal areas.

Rajiv AwasYojana

The state has to utilize the amount for formulation and implementation of State Slum Action Plan in respect of the activities related to Slum Survey, mapping of Slums, Developing Slum Information System, undertaking community mobilization, preparation of Slum – free City / State Slum-free Plans are required to be taken up phase wise. The duration of the scheme will be for 5 years.

Grants to Goa State Urban Development Agency (GSUDA)

The Department of Urban Development sanctions grants to meet the expenditure on salaries of staff of Goa State Urban Development Agency and other allied expenses of GSUDA.

Supply of fixture, maintenances of Street Light etc.

Under this scheme, the grants are released to Municipal Authorities to meet the recurring expenditure on operation cost/maintenance of street light in the Municipal area.

 

 

Compensation to Municipalities in lieu of Octroi

In the past, Octroi on diesel, petrol and other Petroleum Products were collected by the Municipalities and Panchayats. The rates of Petroleum products vary from Municipality to Municipality. In order to bring uniformity in the rate, the Government of Goa abolished the Octroiondiese,l petrol and other Petroleum products with effect from 1st April 2001 and the Municipal Councils are being compensated on account of loss of income against Octroi.

Desilting of Nallas in Urban Areas

Under this scheme, the expenditure is incurred wholly to clean the municipal drains and desilting of major nallahs in the municipal areas through the Water Resources Department. This work is mainly done prior to the onset of the monsoon every year.
